2027 local tax: a draft tabled, the City's budget still to come
On November 3, 2026, the Outremont borough council tabled the draft by-law on the 2027 services tax, at a rate of $0.0469 per $100 of taxable value. According to La Presse (October 19, 2026), the local tax rises by about 12% in Outremont in 2027. It makes up 13% of a Montréal owner's tax bill on average.
What it means: the local tax is only part of the bill. The total for 2027 will also depend on the City of Montréal's budget, to be presented on November 24. For a buyer, the current year's tax bill for the property remains the best benchmark. We will update this article once the budget is known.
Zoning overhaul: the public consultation will take place in early 2027
The borough is fully rewriting its zoning by-law (No. 1177) to align it with the City's 2050 Urban and Mobility Plan. After a workshop in February and an information session on October 22, 2026, the public consultation meeting is planned for early 2027. The stated goal is to preserve Outremont's heritage and distinctive character.
What it means: zoning sets what can be built, extended or converted. The content of the new rules is not known yet. If you are planning an extension, a conversion or the purchase of a property for major work, follow the consultation and check with the borough which rules will apply to your project.
MIL campus: construction until 2029 in a neighbourhood that is already lived in
In June 2026, Université de Montréal confirmed the funding of phase 2 of the MIL campus science complex: two new wings, work starting in summer 2026 and an opening planned for 2029. The new neighbourhood around the campus already has more than 1000 homes, two parks (Alice-Girard and Pierre-Dansereau) and a new elementary school, École Irma-LeVasseur, scheduled to open for the 2026 school year.
What it means: for buyers in the MIL area, basic services (parks, an elementary school) are already in place, but a neighbouring university construction site will continue until 2029. Before buying near the campus, ask about site access and working hours.
Holmes-McFarlane house: heritage serving the neighbourhood
On November 3, 2026, the borough council authorized spending of $367,230.15 for the plans and specifications to restore and upgrade the Holmes-McFarlane house at 686 Rockland Avenue. The heritage building is to become a community, cultural and social space. The work schedule has not been published yet.
What it means: this is a public investment in the built heritage of a residential area. It is also a reminder that heritage matters a great deal in Outremont: before renovating a façade or altering an older property, check with the borough which rules apply to your property.
What to watch in the coming months
- The City of Montréal's 2027 budget, to be presented on November 24, 2026, and the final adoption of the borough's local tax.
- The public consultation on the new zoning, in early 2027.
- Avenue de Vimy: the borough has offered to take charge of the redesign and safety work; no schedule has been published.
- The overhaul of resident-only on-street parking, under way according to the borough.
